Box 1007 <br /> Woodbridge, CA 95258 <br /> Atm: Dave Lagorio <br /> Re: Aqua Pools <br /> Project No. 0216 <br /> Dear Dave: <br /> I met with Mike Huggins and Ray Borges at the San Joaquin County Environmental Health <br /> Department today regarding the status of the Aqua Pools project near Manteca. They had several <br /> points of concern that need to be addressed prior to beginning a design of the project. <br /> Their most serious area of concern is the Nitrate Loading Studies that have been performed and <br /> the existing Nitrate problems that already exist in the area. The initial report prepared by <br /> Kleinfelder yielded an expected nitrate level of 28.31 mg/l which exceeds the allowable of 10.0 <br /> mg/1. Tina Edvardsson of MicroSepTec performed a revised analysis based on changing one of <br /> the variables in the Nitrate equation. She changed it based on test results from one of their <br /> systems installed in Tracy. Her results yielded an 8.5 mg/1 Nitrate level. The County approved of <br /> her logic of using "test results" as one of the variables in the equation. However, they would like <br /> the results to be from a project located in sandy soil like Manteca rather than the soil type in <br /> Tracy. With your authorization, I will discuss this with Tina and see if she can provide the <br /> information the County requested. Also, the County feels that MicroSepTec should include some <br /> additional de-nitrification measures in the leach areas (adding organics, etc.). Unfortunately, one <br /> of the wells tested near this project yielded a Nitrate level of 110.0 mg/l. <br /> A more pressing issue is the desire of the owner to build a "shell" building on a portion of the <br /> property. The Health Department's position is that they have been adamant about not allowing a <br /> building without knowing its use. They have made this clear at the Development Committee <br /> meeting and all subsequent meetings. In fact, I saw Ray Borge's job file and on the outside cover <br /> of the folder (in bold, red ink) he noted that no building permit was to be approved without <br /> knowing the uses. They have made their position clear that the site layout, as it exists, probably <br /> will not leave enough area for a septic system. The layout needs to be evaluated based on any <br /> new information that MicroSepTec may provide. The well location, as shown, severely limits <br /> C;. WIagorio Itr 122602 <br />
