Mr. Alva agreed. <br /> Mr. Alva asked about the issue of school impacts. Mr. Luoma said that when a school responds <br /> it is the applicant's responsibility to contact the District concerning impact fees. <br /> Mr. Alva and Mr. Karam discussed the street lighting issue and drainage issue. <br /> Staff discussed drainage flow and its impact on habitat with the applicants. Mr. Luoma said that <br /> the drainage plan may have to take into account the potential presence of vernal pools and vernal <br /> swales. An alteration to on-site drainage may impact this habitat. The drainage plan must be <br /> submitted prior to approval of the subdivision and may require the approval of the Department of <br /> Fish and Game. <br /> Mr. Luoma said that a grading permit is required, and grading had already occurred. <br />
