The San Joaquin Council of Governments (SJCOG), acting as the Airport Land Use Commission <br /> LATHROP• (ALUC) and Congestion Management Agency (CMA), has reviewed an application with multiple <br /> NODI, plans for a previously approved Use Permit application to establish a truck terminal and parking <br /> MANTECA, <br /> RIPON, operation for 21 trucks with construction services and heavy equipment storage yard. The <br /> STOCKTON, project will include the construction of an 800 sq.ft.commercial coach to be utilized as an office. <br /> TRACY, The project site is located at 5484 West State Route 12 in Lodi, CA(APN:055-160-23). <br /> AND <br /> THE COUNTY OF SAN <br /> JOAQUIN CONGESTION MANAGEMENT AGENCY'S REVIEW <br /> SJCOG adopted the 2018 Update to the Regional Congestion Management Program (RCMP) <br /> (http://www.sicog.org/rcmp) on April 26, 2018. Chapter 6 of the RCMP describes the updated <br /> Land Use Analysis Program, including Tier 1 and Tier 2 review/analysis requirements, analysis <br /> methods, impact significance criteria, and mitigation. <br /> SJCOG determined that this project does not meet the Tier 2 threshold; thus, no further <br /> information is required at this time. <br /> AIRPORT LAND USE COMMISION'S REVIEW <br /> This project is located within Kingdon Airport's Zone 8 (AIA). Further review reveals this project <br /> is compatible with the 2018 San Joaquin County Airport Land Use Compatibility Plan (ALUCP) <br /> (https://www.sicog.org/ALUC). <br /> SJCOG would like to provide standards and project design conditions that comply with the <br /> Airport Land Use Compatibility Plan (https://www.slcog.org/ALUC) as a reference guide. Note: <br /> Jurisdictions determine if the following standards and conditions apply to this project. <br /> 1. New land uses that may cause visual, electronic, or increased bird strike hazards to <br /> aircraft in flight shall not be permitted within any airport's influence area. Specific <br /> characteristics to be avoided include: <br /> a. Glare or distracting lights which could be mistaken for airport lights. Reflective <br /> materials are not permitted to be used in structures or signs (excluding traffic <br /> directing signs). <br /> b. Sources of dust,steam, or smoke which may impair pilot visibility. <br />
