k. This area has been subject to historic flooding. Therefore, prior to recording the Final Map, a note <br /> shall be added to the Final Map which species that all new structures and substantial improvements <br /> constructed on all 15 parcels shall be elevated a minimum of 2 feet above the highest grade adjacent <br /> to the structures. <br /> I. Maintenance of the private road shall be provided by the property owners and shall be noticed by a <br /> statement on the Final Map substantially conforming to the following: "Private road and easement <br /> shall be maintained by the owners of the parcels shown on this map, pursuant to Section 845 of the <br /> California Civil Code. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> NOTE: In Rural Residential roadways, an A.C. dike shall be prohibited, and the shoulder width shall be six <br /> feet wide. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto,468-3000) <br /> a. The Surface and Subsurface Contamination Report dated June 18, 2002, was deemed incomplete. <br /> Prior to Parcel Map approval, an addendum shall be submitted (to address any changes from the <br /> date of the original report to the present)to and approved by the Environmental Health Department. <br /> b. The Environmental Health Department requires a Soil Suitability Study/Nitrate Loading Study which <br /> indicates that the area is suitable for septic tank usage. This must be performed prior to acceptance <br /> of the application and recordation of the Final Map/Parcel Map(Development Title Section 9- <br /> 1105.2[d]). A nitrate loading study is required, and a review fee of$465.00 must be paid at the time <br /> of submittal to the Environmental Health Department. <br /> c. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets the absorption rates of the manual of <br /> septic tank practice or the EPA Design Manual for on-site waste water treatment and disposal <br /> systems is required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> NOTE: A Soil Suitability/Nitrate Loading Study dated January 14, 2003, has been submitted to the <br /> Environmental Health Department but has not yet been approved. <br /> d. Construction of individual sewage disposal systems under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the findings of the <br /> Soil Suitability/Nitrate Loading Study findings. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> e. Construction of individual domestic water wells under permit and inspection by the Environmental <br /> Health Department is required at the time of development. (Development Title Section 9-1115.3) <br /> 4. U. S. ARMY CORPS OF ENGINEERS (Staff Contact: Peck Ha, 916-557-6617) <br /> a. On the Final Map: <br /> (1) Note all wetlands as depicted in the verified wetland delineation map prepared on June 24, <br /> 2005, of the Ashton Place No. 2 project prepared by John Ranlett, Consulting Wildlife Biologist. <br /> (2) Attach the verified wetland delineation map. <br /> (3) Adjust all lot lines on the Final Map to avoid these wetland areas, including an adequate buffer. <br /> Conditions of Approval -3- PA-0400492 <br />
