Construct the second phase of Grant Line Road, to consist of ultimate curb-to-curb <br /> improvements from Mountain House Parkway to the Alameda County line plus ultimate <br /> improvements from centerline to south right-of-way between Central Parkway and the <br /> Alameda County Line(including the Grant Line Village frontage road improvements) plus <br /> the multi-use trail between Tract 3480 and Prosperity Street. Timing: prior to 1600' <br /> building permit within Specific Plan III area. <br /> 42. Subject to the requirements of the Mountain House Transportation Improvement Fee <br /> Technical Report adopted by the MHCSD Board of Directors on April 11, 2000, and all <br /> amendments thereof to date, widen or fund, as determined by the MHCSD, Grant Line Road <br /> to four lanes from Great Valley Parkway to 1-580 freeway prior to issuance of the 2250th <br /> building permit. The developer shall improve and widen Grant Line Road between the <br /> Alameda County line and its intersection with 1-580. If Alameda County does not allow the <br /> improvements to Grant Line Road,the developer shall deposit with the MHCSD funds <br /> equivalent to the cost of the widening as listed in the TIF Report. The MHCSD General <br /> Manager may use the funds to improve other regional roads as determined by a traffic study <br /> and stated in the TIF Technical Report and approved by the General Manager. If Grant Line <br /> Road in Alameda County is not widened, an interim design showing the transition from 4 <br /> lanes to two lanes shall be submitted to the MHCSD for review and approval. <br /> 43. Subject to the requirements of the Mountain House Transportation Improvement Fee <br /> Technical Report adopted by the MHCSD Board of Directors on April 11, 2000, and all <br /> amendments thereof to date, widen or fund, as determined by the MHCSD, Grant Line Road <br /> east of Mountain House Parkway to four lanes as determined by the MHCSD's Annual <br /> Monitoring Report. The estimated trigger for this improvement is a range of 1600 units to <br /> 7500 units. The General Manager with the aide of the Annual Monitoring Report shall <br /> determine the timing for the improvements. <br /> 44. At Central Parkway and Grant Line Road construct intersection with appropriate turn lanes as <br /> approved by the MHCSD prior to issuance of the first building permit. <br /> 45. Widen or fund as determined by the MHCSD, Mountain House Parkway to 6 lanes from <br /> South of Von Sosten Road to the 1-205 freeway prior to issuance of the 9000th building permit <br /> within Mountain House, or the 5000th after Neighborhoods E, F &G.. <br /> 46. Public facilities or facilities intended for public dedication <br /> a. Construct Central Parkway from Grant Line Road to the eastern boundary of Tract 3480 <br /> to the standards shown in the Master Plan, Specific Plan III and MHCSD standards. The <br /> signals for this street segment shall be installed when warranted and as directed by the <br /> MHCSD. Timing: prior to first building permit(excluding public facilities or facilities <br /> intended for public dedication). <br /> b. Construct the first phase of Central Parkway between the eastern boundary of Tract 3480 <br /> and Mountain House Parkway, to consist of the median, street lighting, and one lane <br /> each way. Timing: prior to first building permit(excluding <br /> 47. Install a signal at De Anza Boulevard/Grant Line Road and construct appropriate turn lanes <br /> as approved by the MHCSD when warranted by MHCSD. <br /> 48.
