Summary. Most of the Master Plan and Specific Plan II changes relate to the proposed "Tentative Map-Town Center" parcel
<br /> configurations north of Main Street, and are to conform to the new proposed circulation plan centered on Plaza Street and the
<br /> elimination of De Anza Boulevard through the Town Center(excluding its short extension north of Main Street). Most of these
<br /> changes include a minor rebalancing of the Mixed-Use, Community Commercial, Central Community Park, and Public Facilities
<br /> acreages to facilitate the inclusion of all public buildings, offices, civic buildings, a new transit center, and park and recreational
<br /> facilities, including new plan layouts for a sports and recreation complex. The proposed acreages for Mixed Use, Community
<br /> Commercial, and Public Facilities are roughly equivalent to the existing Town Center plan but would arrange them in a manner
<br /> that would accommodate the larger public facilities parcels.
<br /> The Property is zoned P-F (Public Facilities) and C-C (Community Commercial) and the General Plan designation is P (Public)
<br /> and C/C (Community Commercial).
<br /> PROJECT LOCATION: The project site is located at the southwest corner of Mountain House Parkway and Byron Road.

<br /> ENVIRONMENTAL DETERMINATION: The original Town Center project was initially considered at a program level of review
<br /> as part of the Master Plan EIR and Specific Plan II project planning area for Mountain House. The determination has been
<br /> made that a Focused EIR will be prepared to identify project specific impacts for the proposed amendments and changes to the
<br /> Master Plan and Specific Plan ll- Town Center. A Notice of Preparation has been prepared and will be circulated to all
<br /> reviewing agencies and interested persons.
<br /> APPLICATION REVIEW: If you have any recommendations or comments on this project, please submit them to the Community
<br /> Development Department no later than September 21, 2015. Comments or recommendations received after that date would not
<br /> be used in staffs analysis and recommendation for this application.
