MOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST <br /> 4.4 BIOLOGICAL RESOURCES <br /> SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR <br /> The SPIIIEIR identifies five air quality impacts associated with development of Specific Plan — <br /> III, of which the proposed Machado project is a part. One, concerning generation of local <br /> mobile-source carbon monoxide concentrations, was less than significant. The following <br /> impacts were identified as potentially significant: — <br /> Impact 4.12-1: Air Quality—Potential Generation of Temporary, Short-Term <br /> Construction Emissions of Criteria Air Pollutants. Construction activity under the <br /> [development of Specific Plan III] would generate temporary emissions of criteria <br /> pollutants that could interfere with the attainment of ambient air quality standards, <br /> and would generate fugitive dust that could adversely affect adjacent agricultural <br /> crops. Although the MHMP requires compliance with SJVAPCD control measures <br /> designed to mitigate construction emission impacts of new development, it does not <br /> identify the specific control measures or guarantee that the latest version of the <br /> control measures would be implemented. A significant impact could occur. <br /> Impact 4.12-2: Air Quality—Potential Generation of Toxic Air Contaminants. <br /> [Development of Specific Plan III] could include the demolition or renovation of <br /> existing structures that contain asbestos, resulting in an exposure hazard from the <br /> airborne entrainment of asbestos. In addition, [development of Specific Plan III] <br /> could include the use of diesel-fueled vehicles that could result in the generation of <br /> diesel PM emissions that exceed SJVAPCD significance thresholds. A significant <br /> and unavoidable impact could occur. <br /> Impact 4.12-3: Air Quality—Possible Temporary and Occasional Exposure of <br /> New Sensitive Uses to Odors. [Development of Specific Plan III]would not include <br /> the types of land uses that would generate objectionable odors that could adversely <br /> affect either existing or proposed sensitive land uses. However, [development of <br /> Specific Plan III] could result in the development of new sensitive land uses <br /> (residential)adjacent to two existing on-site dairies. This could expose the new <br /> sensitive uses to objectionable odors from these dairies on a temporary basis until these <br /> dairies are replaced with urban development under the proposed project. A significant <br /> impact could occur. — <br /> Impact 4.12-5: Air Quality—Increased Long-term Regional Emissions of <br /> Criteria Pollutants. Implementation of[Specific Plan Ill] would result in increases <br /> in long-term regional emissions,primarily associated with mobile sources that would <br /> exceed SJVAPCD's recommended significant thresholds of 10 tons per year for <br /> reactive organic gasses and 10 tons per year for nitrogen oxides. A significant and — <br /> unavoidable impact would occur. <br /> MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR <br /> The SPIIIEIR proposed mitigation measures that would make Impacts 4.12-1 and 4.12-3 less _ <br /> than significant. Mitigation Measure 4.12-1 states that SPM developers shall implement the <br /> latest version of the SJVAPCD construction emissions control measures during construction. <br /> Mitigation Measure 4.12-3 states that developers shall not construct residences within 1,000 <br /> 4-12 <br />
