LMOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST
4.6 GEOLOGY AND SOILS
L
earthquakes with magnitudes of 6.7 or higher. Earthquakes of magnitude 6.0 or greater are
L capable of causing widespread damage (EDAW, 2005b).
The proposed project would be required to comply with all California laws and codes
designed to minimize the potential adverse effects of an earthquake. The laws include the
Essential Services Buildings Seismic Safety Act of 1986 (governing fire, police, and
emergency services building construction) and the Field Act of 1933 (governing school
Lconstruction). The codes include the California Building Code of 2002, the Uniform
Building Code (UBC) of 1997,and Mountain House Community Services District(MHCSD)
design standards. Complying with California laws and codes related to design and
L construction of houses and buildings, structural damage from a strong earthquake would be
minimized, particularly in wood-frame houses proposed for the proposed project. However,
despite the implementation of mitigation measures in the MEIR and the policies of the
MHMP, as well as compliance with applicable laws and codes, the SPIREIR found the
impacts related to ground shaking as significant and unavoidable and cannot be mitigated to
a less-than-significant level.
Mitigation Measures
MEIR Mitigation Measure M4.6-1 (preparation of a Community Earthquake Preparedness
L Plan)promotes public awareness and education on earthquake hazards. This plan has been
completed and is currently being implemented by the MHCSD. In addition, the MHMP
includes Policies 6.5.1(b) (Emergency Preparedness) and 6.8.3 (Soils, Geologic, and Seismic
Hazards). No additional mitigation measures are available that would change the conclusions
of the SPIIIEIR.
L iii) Seismic-related ground failure, including liquefaction?
The potential for liquefaction of soils at the proposed Mountain House Business Park, located
approximately 3,000 feet south of the project site, was evaluated in a Preliminary
Geotechnical Services Report(Kleinfelder, 2002). Based on the depth to groundwater(38 to
43 feet bgs),the high clay content of site soils, and the relatively dense nature of coarse-
im. grained soils, the potential for liquefaction at the site was determined to be remote. Although
the depth to groundwater is less at the project site (and may be influenced by water in the
dairy ponds),the potential for liquefaction would be remote if recommendations of a
6, geotechnical/soils professional regarding design of houses and buildings for the proposed
project are followed.
r, Mitigation Measures
No mitigation measures are required.
iv) Landslides?
L
6.
L 4-29
