ENVIRONMENTAL CHECKLIST <br /> 4.7 HAzARDs <br /> SETTING <br /> Environmental Data Resources,Inc.,performed a computer-generated database search of <br /> recorded hazardous materials use, storage, and contamination sites within a 1-mile radius of <br /> the Specific Plan III site. These databases contain records kept by federal, state, and local <br /> agencies responsible for permitting the use, transfer, storage, and disposal of hazardous <br /> materials and for recording incidents of contamination. The record search found 10 <br /> hazardous materials sites within a 1-mile radius of the center of the Machado property. None <br /> of these sites are on the Machado property, although a leak from a former Shell pipeline (now <br /> abandoned in place) occurred at the intersection of Mountain House Parkway and Grant Line <br /> Road off the northeast corner of the Machado property(EDAW, 2005b, Figure 4.9-2 and <br /> Table 4.9-1). — <br /> A historical review of potential hazards in the area is presented in the SPIREIR(EDAW, <br /> 2005b). No evidence of facilities in the Specific Plan III area where hazardous materials — <br /> could have been present, such as gas stations, industrial facilities or waste dumps, was <br /> identified during the historical review. Other potential hazards that have occurred in the <br /> Specific Plan III area identified in the SPIIIEIR include the following: — <br /> • Farmland where pesticides have been used over an extended period of time. <br /> • Two dairies where animal waste is generated and stored. — <br /> • Pre-1980s structures that may contain asbestos or lead-based paint. <br /> • Overhead high-voltage electrical transmission lines that may emit electro-magnetic forces — <br /> (EMF)and transformers that may contain polychlorinated biphenyls(PCB). <br /> • Natural gas pipelines and a crude oil pipeline that may represent explosion or leak _ <br /> hazards. <br /> • Both aboveground and underground storage tanks that may contain hazardous materials <br /> and fuels,which could have the potential to contaminate soils. — <br /> A Phase I and a Limited Phase II Environmental Site Assessment have been conducted for <br /> the project site. In addition, a Surface and Subsurface Contamination Report has been <br /> prepared. A list of the hazards found during the investigation is detailed later in this section. <br /> On December 4, 2003, the 18-inch Chevron crude oil pipeline that crosses the Specific Plan <br /> III area from northwest to southeast approximately 3,000 feet southwest of the center of the <br /> Machado property was accidentally ruptured by farm equipment. Approximately 21,000 <br /> gallons of crude oil were released. The incident caused localized soil contamination,which — <br /> is currently being assessed and remediated under Central Valley Regional Water Quality <br /> Control Board(RWQCB) oversight. No contamination from this accident extended to the <br /> area of Specific Plan III(EDAW, 2005b). — <br /> 4-34 <br />
