MouKTAW HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST — <br /> 4.7 HAZARDS <br /> A K-8 elementary school is included the proposed project. Mitigation Measure 4.9-4 in the <br /> SPIREIR states that a developer of any Specific Plan III area that includes a school shall <br /> prepare a Preliminary Environmental Assessment(PEA) for the school for review by the <br /> California Department of Education(CDE), the California Department of Toxic Substances <br /> Control,the San Joaquin County Community Development Department, and the — <br /> Lammersville School District. If the reviewing agencies determine that the school site does <br /> not meet CDE siting requirements,the school shall be built at a different location subject to a <br /> new PEA funded by the developer. Implementation of this mitigation measure would reduce — <br /> impacts associated with locating a school in an area of potential hazards to a less-than- <br /> significant level. <br /> Mitigation Measure 4.9-5 in the SPIIIEIR addresses exposure to hazards associated with the <br /> PG&E—Chevron pipeline easement located southwest of the Machado property. It states that <br /> no residences shall be permitted within 68 feet of the edge of the easement. The nearest <br /> residence in the proposed project is approximately 2,300 feet away from the pipeline <br /> easement. Mitigation Measure 4.9-5 does not address the former Shell oil pipelines that cross <br /> the project site; these pipelines are discussed in Item b) below. <br /> DISCUSSION REGARDING PROPOSED PROJECT <br /> a) Create a significant hazard to the public or the environment through the routine <br /> transport, use, or disposal of hazardous materials? <br /> During construction of the proposed project,hazardous materials would be transported <br /> through the project area. Construction activities typically involve the use of potentially toxic <br /> substances such as paints, fuels, and solvents. People living in neighborhoods near the — <br /> proposed project could be exposed to these materials as trucks move through their <br /> neighborhoods during construction at the project site. Construction activities would be <br /> subject to federal, state,and local laws and requirements designed to minimize and avoid the — <br /> potential health and safety risks associated with hazardous materials. Furthermore, <br /> Mitigation Measure 4.9-1 in SPIIIEIR adequately mitigates these potential impacts. <br /> Commercial and limited industrial businesses would be established as part of the proposed <br /> project on the east side of the project site adjacent to Mountain House Parkway. These <br /> businesses could use hazardous materials that would be transported, stored and used on the <br /> site. Each business would have specific permit and reporting requirements under various <br /> federal, state, and local regulations associated with the proper transport, use, storage, and <br /> disposal of hazardous materials and wastes. <br /> Given these controls, impacts related to the transport, use,or storage of hazardous materials <br /> would be less than significant. <br /> Mitigation Measures <br /> No mitigation measures are required. <br /> 4-36 <br />
