The Report summarizes the soil and grab groundwater sampling results
from 73 borings in 13 areas along the former pipelines and recommends submittal of a work plan to
propose additional sampling to delineate the extent of pollution in areas identified as Area 1 and Area 9.
t.
Based on the samples from borings B-231, B-232, and B-267, the extent of pollution is not defined in
Area 3. This is further demonstrated by the results listed on Figure 3b. Although some results are
reported as non-detectable, the practical quantitation limit (PQL) is elevated. Additionally, Regional
Board staff is concerned about the laboratory PQL for some of the sampling results. Shell needs to
request that the laboratory give the lowest PQL possible.
L
Regional Board staff concurs with the recommendation to submit a work plan proposing additional
delineation activities provided that the work plan incorporates the above comments. The work plan
tee proposed in the Report is due by 22 July 2005, and needs to include a time schedule to conduct the work
and report the results. The work plan should be designed to include data gathering information to
support a feasibility study and risk assessment.
