Hazelton Ave <br /> Stockton, CA 95205 <br /> Subject: Revised Comments to District Reference 020060983, Regarding PA-0500838 (Major Subdivision-small <br /> lot), PA-0600161 (Major Subdivision-large lot), PA-0600127(Development Agreement) <br /> Dear Mr. Factor: <br /> Per our conversation yesterday afternoon, the District is revising its comments regarding the Application Referral <br /> dated March 29, 2006 as follows: <br /> The Project Description included the description of the three applications listed above, but only the Tentative <br /> Subdivision maps for the small lot subdivision were attached to the Application Referral and are subject to review at <br /> this time. The District assumed that the three applications were to be analyzed together at the project level since the <br /> project description covered the larger area. Based on your clarification regarding the actual scope of the project, an <br /> air quality impact assessment (AQIA) and traffic impact study (TIS) are not required. Environmental Impact Report <br /> SCH #2003102074 for College Park Specific Plan III encompassed the College Park project area at a program level <br /> and addresses the cumulative air quality impacts of the entire development. <br /> The small lot subdivision includes 286 single-family residential units and is expected to produce emissions that are <br /> less than the District's significance threshold of 10 tons/year for either reactive organic gases (ROG) or nitrogen <br /> oxides(NOx). <br /> Per our conversation yesterday, the large lot subdivision and development agreement specifications have not been <br /> identified. As they are submitted, the developments will be subject to the CEQA process and submitted for <br /> comments. The need for an AQIA and TIS will be discussed upon the District's receipt of the application referrals for <br /> those projects. <br /> Please note, District rules mentioned in the previous comment are still applicable to the small lot development and an <br /> Indirect Source Review application must be submitted prior to or concurrent with the final discretionary application with <br /> the County of San Joaquin. <br /> District staff is available to meet with you and/or the applicant to further discuss the regulatory requirements that are <br /> associated with this project.
