Zz <br /> PROPERTY OWNERS: Joe J. and Lillian E. Machado,Tr. / <br /> APPLICANT: Global Investment& Development, LLC. <br /> PROJECT DESCRIPTION: The applicant, Global Investment& Development, LLC, is seeking the approval <br /> of a Development Agreement and two Major Subdivision applications: a small-lot Major Subdivision <br /> application and a large lot Major Subdivision application. Approval of the small-lot Major Subdivision would <br /> subdivide a 143-acre parcel into 286 residential, medium density(R-M)single family lots, one large lot of <br /> approximately 23 acres for industrial park(I-L)development, two lots of approximately 17 acres for office <br /> commercial (C-O)development, one lot of approximately 15 acres (net)for a K-8 school, and one lot of <br /> approximately 2 acres(net)for a neighborhood park.Smaller lots would also be created for various open <br /> space uses. Approval of the large-lot Major Subdivision would subdivide the same overall acreage as the <br /> small-lot Major Subdivision into 10 parcels, ranging in size from 2.34 acres to 29.2 acres,for financing <br /> purposes. The Development Agreement(between the County and Global Investment & Development, <br /> LLC)would vest (i.e., lock in)certain provisions/sections of the General Plan, Mountain House Master <br /> Plan, the Mountain House Development Title, and Specific Plan III for the duration of said Development <br /> Agreement for the subject Major Subdivisions. <br /> PROJECT LOCATION: The project is located at the southwest comer of Mountain House Parkway and <br /> Grant Line Road in Mountain House, in southwestern San Joaquin County. (Supervisorial District 5) . <br /> ENVIRONMENTAL DISCUSSION: An Environmental Impact Report("EIR"--SCH#2003102074) <br /> encompassing the project area at a program level of review was approved by the Board of Supervisors on <br /> November 22,2006. In addition to this environmental document,further environmental analysis will be <br /> required for the project at a project level of review. After an Initial Study is prepared for the project, a <br /> proposed environmental determination will be prepared and noticed pursuant to CEQA. The EIR is <br /> available at the San Joaquin County Community Development Department, 1810 E. Hazelton Avenue, <br /> Stockton, CA, or on the web at www.sigov.org/commdev under College Park at Mountain House Specific <br /> Plan III Environmental Impact Report Draft. <br /> APPLICATION REVIEW: If you have any recommendations or comments on this project, please submit <br /> them to the Community Development Department no later than April 21,2006. Comments or <br /> recommendations received after that date may not be used in staffs analysis and recommendation for this <br /> application. <br /> NOTE TO SURROUNDING PROPERTY OWNERS: The Planning Commission will hold a public hearing on <br /> this project. You will receive notice of the date, time and place of the public hearing at a later date. <br />
