Have a substantial adverse effect on a scenic vista? <br /> Public views across the project site can be seen from the intersection of Von Sosten Road and <br /> Mountain House Parkway and from Grant Line Road. The site can be seen in the distance <br /> from the westbound on-ramp at I-205/Mountain House Parkway. Views across the project <br /> site from these roadways are of fallow or cultivated agricultural fields, rolling hills, and the <br /> Diablo Range in the background. This is apparent in Figure 4-4. <br /> Design details for the project site have not been <br /> prepared,but will be created as the individual <br /> parcels are developed in the future. It is likely <br /> that the office commercial buildings will be <br /> constructed at the maximum height of three <br /> stories. Housing is likely to be one and two- <br /> stories. Landscaped roadways, parks, and <br /> pedestrian connections will be provided as a part <br /> of the overall development for the property. <br /> When the project site is built out, the taller <br /> commercial and industrial park buildings will <br /> block westerly views from Mountain House <br /> Figure 44 Viewing southwest across Parkway and southwest views from Grant Line <br /> the cite nI'Diahlo Foothills -� <br /> Road. <br /> J <br /> The Initial Study prepared for Specific Plan III(2003) states that the impacts on public views <br /> associated with development of Specific Plan III were evaluated in the MEIR(Impacts <br /> M4.8-1 and M4.8.2)and were concluded to be less-than-significant with mitigation <br /> incorporated. The mitigations included requirements for landscaping plans and edge <br /> treatments along existing and planned roadways consistent with the Mountain House <br /> Development and Design Manual; review of proposed landscape plans by the Community <br /> Review board;protection and enhancement of existing view corridors towards the foothills <br /> and Mt. Diablo;landscaping of east-west roadways to frame views to the west;and periodic <br /> breaks in the continuous landscaping plans for north-south roads to frame views. The <br /> proposed project is consistent with the site plan requirements and,as individual parcels are <br /> developed,project sponsors must comply with the type, scale, and mass assumed for the <br /> Specific Plan III area in the MHMP, as well as complying with the site plan requirements for <br /> road layouts. The Initial Study concluded that development of the Specific Plan HI area <br /> would not exacerbate the view impacts identified in the MSIR. Thus, the proposed project is <br /> consistent with the findings in the SPIIIEIR. <br /> Mitigation Measure <br /> No mitigation measures are required. <br /> J <br /> 44 <br />
