MOUNTAIN HOUSE PROPOSED MACHADO TfNTAT[VE MAP 4. ENviRoNMENTAL CHEcKusr 4.7 HAzARDs SETTING Environmental Data Resources, Inc.,performed a computer-generated database search of recorded hazardous materials use, storage,and contamination sites within a 1-mile radius of the Specific Plan III site. These databases contain records kept by federal, state,and local agencies responsible for permitting the use,transfer,storage,and disposal of hazardous materials and for recording incidents of contamination. The record search found 10 hazardous materials sites within a 1-mile radius of the center of the Machado property. None of these sites are on the Machado property, although a leak from a former Shell pipeline(now abandoned in place)occurred at the intersection of Mountain House Parkway and Grant Line Road off the northeast corner of the Machado property(EDAW,2005b, Figure 4.9-2 and Table 4.9-1). A historical review of potential hazards in the area is presented in the SPIIIEIR(EDAW, 2005b). No evidence of facilities in the Specific Plan III area where hazardous materials could have been present,such as gas stations,industrial facilities or waste dumps,was identified during the historical review. Other potential hazards that have occurred in the Specific Plan III area identified in the SPIIIEIR include the following: _ • Farmland where pesticides have been used over an extended period of time. - • Two dairies where animal waste is generated and stored. • Pre-1980s structures that may contain asbestos or lead-based paint. • Overhead high-voltage electrical transmission lines that may emit electro-magnetic forces (EMF)and transformers that may contain polychlorinated biphenyls(PCB). • Natural gas pipelines and a crude oil pipeline that may represent explosion or leak l hazards. - • Both aboveground and underground storage tanks that may contain hazardous materials and fuels,which could have the potential to contaminate soils. A Phase I and a Limited Phase II Environmental Site Assessment have been conducted for the project site. In addition, a Surface and Subsurface Contamination Report has been prepared. A list of the hazards found during the investigation is detailed later in this section. On December 4,2003, the 18-inch Chevron crude oil pipeline that crosses the Specific Plan III area from northwest to southeast approximately 3,000 feet southwest of the center of the Machado property was accidentally ruptured by farm equipment. Approximately 21,000 gallons of crude oil were released. The incident caused localized soil contamination,which is currently being assessed and remediated under Central Valley Regional Water Quality Control Board(RWQCB)oversight. No contamination from this accident extended to the area of Specific Plan III(EDAW,2005b). 4-34
