Truck travel on I-205 is relatively high(approximately 15 percent <br /> of total traffic)in the project study area(EDAW,2005b). The I-580/1-205 corridor has <br /> experienced unprecedented traffic congestion,delays,and backups in the past two decades. <br /> The increase in traffic along the I-580/1-205 freeway corridor has been approximately 4 to 5 <br /> percent per year since 1990. If travel growth keeps pace with historical trends, travel demand <br /> would increase by 60 percent in 10 years. <br /> Traffic-flow conditions are commonly expressed in terms of level of service(LOS),which <br /> %W ranges from LOS A(best)to LOS F(worst). LOS A denotes free-flow conditions with little <br /> or no restrictions to driver behavior. LOS F denotes jammed traffic-flow conditions with <br /> intolerable delays and backups during the peak hour. The existing peak-hour,peak- <br /> `" directional volume on 1-205 west of Mountain House Parkway was approximately 7,800 <br /> `. vehicles per hour(vph)in 2003,which was LOS C. The 2010 projection for the peak hour <br /> V traffic volume in the MEIR is 6,720 vph on I-205 to the west of Mountain House Parkway. <br /> Therefore,the projected 2010 peak-hour volume in the MEIR was already occurring in 2003. <br /> %NW At the intersection of Grant Line Road and Altamont Pass Road,the existing peak afternoon <br /> %, (PM)traffic is extremely heavy on Altamont Pass Road due to traffic using this roadway as <br /> an alternate to the congested 1-580 and I-205 freeways(EDAW,2005b). <br /> 64W Transportation Demand Management(TDM) <br /> The 1997 Mountain House Community TDM Program and Transit Plan establishes several <br /> %W measures and action items to reduce traffic problems including providing the following: <br /> • a TDM coordinator; <br /> • a community telecenter(when 2,500 house are occupied)to facilitate telecommuting; <br /> • bicycle storage and showers and lockers to promote bicycling; <br /> `, • bus stops located every one-quarter to one-half mile; <br /> %„ • a "fair-share" contribution to the Altamont Pass commuter train platform; <br /> • three "park-n-ride" lots;and <br /> • encouraging employers to provide flexible work-hour programs(EDAW, 2005b). <br /> %, Public Transit <br /> The San Joaquin County Regional Transit District provides bus service through its Stockton <br /> ` Metropolitan Areas Regional Transit(SMART) system. Several daily routes are offered <br /> from Tracy to the Dublin—Pleasanton—Livermore area and the San Jose—Silicon Valley area. <br /> Some routes offer subscription bus service. The 1997 Mountain House Community TDM <br /> Program and Transit Plan states that the MHCSD should work to have SMART service <br /> extended to the Mountain House Parkway/Central Parkway park-n-ride lot when 1,000 <br /> 4-77 <br />
