INTRODUCTION <br /> Reference is made to a Surface and Subsurface contamination Report(SSCR)conducted by Chesney <br /> Consulting on April 28,2009 for the subject property. The San Joaquin County Environmental Health <br /> Department(EHD)has required an Addendum be completed for the original SSCR due to the expired <br /> time frame between the initial Report and the present. <br /> Typically,the EHD requires specific guidelines in the form of a Requirements Checklist. However, for <br /> an SSCR Addendum,the Department requires that the property be reviewed for comparison with the <br /> original Study and a summary of the findings be reported. <br /> FINDINGS <br /> Upon review of the original report, it was concluded that there are four areas of environmental concern. <br /> These items, or areas were reviewed again with accompanying photographs to document my findings. <br /> The first item is the waste oil storage tank on the south side of the metal building. Used oil from vehicles <br /> and/or farm equipment is stored in this horizontal container until it is pumped out by an oil recycling <br /> company. There was no evidence of spillage around this tank as noted in the attached photograph Plate <br /> A. <br /> The second area is under the aboveground fuel storage tanks for diesel and gasoline. No soil staining <br /> from fuel deliveries or refueling of vehicles was noted as illustrated in photographic plate D. <br /> The third site was a drum storage area where 55 gallon drums and smaller containers are stored. No <br /> evidence of spillage or staining was observed as noted in photographic Plate E. <br /> The fourth item is the 10,000 gallon diesel fuel tank. No spillage or soil staining was noted at the hose <br /> nozzle location as illustrated in photographic Plate F. <br /> CONCLUSIONS <br /> Section 9-905.12 of San Joaquin County Development Title states"Corrective Action: If the report <br /> indicates there are surface and subsurface contamination, corrective action shall be recommended in the <br /> report and concurred with by Environmental Health prior to the issuance of the building permit." <br /> Therefore, it is my professional opinion that no corrective action is required on the subject property,as <br /> assessed and observed for this Addendum. The majority of the subject property will continue to be <br /> productive farmland, and is surrounded by properties that engage in production agriculture. <br /> Consequences of this surrounding land use include: noise,dust, odors, insects, machinery, spray <br /> equipment,crop dusting aircraft,trucks,exhaust and other environmental effects that may be offensive to <br /> some people. Bottled water should always be used for drinking and cooking purposes in agricultural <br /> production regions. <br /> Page 2 of 3 <br />
