Although the EHD <br /> may not require a response to all conditions identified, Live Oak recommends that the <br /> client thoroughly consider all identified conditions and contact the EHD or our office for <br /> further guidance on any unresolved issues. <br /> 11.0 QUALIFICATIONS <br /> Abigail Racco received a bachelor's degree in chemistry from Columbia College in New <br /> York City. She has worked in the environmental field since 2002. Ms. Racco is listed <br /> as a Registered Environmental Property Assessor (REPA) through the National <br /> Registry of Environmental Professionals (NREP), she was a California Registered <br /> Environmental Assessor (REA) in good standing prior to the July 2012 closure of the <br /> California Department of Toxic Substances Control's REA program. She has received <br /> 40 hours training in Hazardous Waste Operations and Emergency Response. <br /> David Welch is a California Professional Engineering Geologist, Hydrogeologist, and <br /> Geophysicist. He received a bachelor's degree in geology from the University of the <br /> Pacific and a master's degree in geology from San Jose State University. He has <br /> worked in the engineering geology, environmental, and geophysical fields since 1990. <br /> In addition to environmental and geologic investigations, Mr. Welch's extensive work <br /> experience includes geophysical exploration for groundwater, oil, and gas. <br /> Ms. Racco and Mr. Welch founded Live Oak GeoEnviron mental, Inc. in 2009. <br /> LOGE 1316 Page 9 <br />
