April 30, 2003 <br /> MEMORANDUM <br /> TO: Mike McGrew <br /> FROM: Chandler Martin <br /> SUBJECT: Joint Management Agreement for Minor Subdivision application No. PA- <br /> 0300016 of Rosie Jaurequito (c/o Dillon & Murphy) <br /> This memo is regarding the Joint Management Agreement that Jennifer Jolley faxed to <br /> you the other day, and that you and I discussed over the phone. Hopefully the following <br /> facts will help you to determine if the Department can approve the proposed Minor <br /> Subdivision with the Joint Management Agreement. <br /> Project Description <br /> In 2000, Rosie Jaurequito subdivided a 20-acre parcel to create a 5-acre parcel and a <br /> 14.42 acre parcel (MS-00-01). <br /> The project is a Minor Subdivision to subdivide the 14.42 acre parcel to create a 10-acre <br /> parcel and a 4.42- acre remainder. <br /> GP/Zoning/Williamson Act/Ag Land Classification <br /> The site has a GP designation of A/L and is zoned AL-5. The property is under <br /> Williamson Act contract. The property is classified as Important Farmland and as such <br /> is considered prime farmland. <br /> History <br /> On February 23, 2000, the Community Development Department approved Minor <br /> Subdivision application No. MS-00-01 of Rosie Jaurequito to create a 5-acre lot and the <br /> subject 14.42 acre lot (parcel 2). Condition 1.b. (2) of that subdivision states: 'Parcel 2 <br /> shall have a minimum lot area of 10 acres. (Subdivision Map Act, Section 66474.4(b).)" <br /> Condition 1.c. required a Notice of non-renewal on the 5-acre lot. <br /> On October 19, 2000 the Community Development Department approved Williamson <br /> Act Non-renewal No. WN-00-03 for the 5-acre lot created by MS-00-01. Subsequently, <br /> Rosie Jaurequito recorded the required Parcel Map. <br /> On April 4, 2001, the Community Development Department approved Williamson Act <br /> Non-renewal No. WN-01-0002 for the 14.42-acre project property. <br /> On two occasions, county staff told the applicant (Joe Murphy of Dillon and Murphy) that <br /> he could apply for the currently proposed subdivision.
