San Joaquin Valley <br />Air Pollution Control District <br />October 22, 2003 <br />Leanne Mueller <br />San Joaquin County <br />Community Development Department <br />Development Services Division <br />1810 East Hazelton Avenue <br />Stockton, CA 95205 <br />QCT 2 ?' <br />:ommu�2003 <br />SUBJECT: PA -0300440 (SA) SITE APPROVAL APPLICATION FOR THE EXPANSION OF <br />AN EXISTING FRESH PRODUCE PACKING OPERATION. <br />Dear Ms Mueller: <br />The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed <br />project and offers the following comments: <br />The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the <br />Air Resources Board (ARB) for 03 (ozone) and PM -10 (fine particulate matter, dust). The <br />Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated <br />nonattainment to reduce emissions until standards are met. <br />The construction phase of this project can generate emissions from the movement of soil, use of <br />heavy equipment, bulk materials handling, asphalt paving and other related activities. As a <br />result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose <br />of Regulation VI I1 is to reduce the amount of fine particulate matter (PM -10) entrained into the <br />ambient air from man-made sources. The attached Compliance Assistance Bulletin <br />highlights many of the requirements contained within Regulation VIII. The Compliance <br />Assistance Bulletin is not meant to be all-inclusive, but it can be a useful compliance aid <br />in the field and office alike. <br />One of the issues that will arise in conjunction with any proposed renovation/demolition of the <br />existing building in the project area is compliance with the National Emission Standards for <br />Hazardous Air Pollutants (NESHAPS). Specifically, the primary air pollutant of concern is <br />asbestos. To ascertain whether this project is subject to NESHAPS, the project applicant is <br />advised to review the enclosed Asbestos - Compliance Assistance Bulletin, dated December <br />1994.
