San Joaquin Valley <br /> AIR POLLUTION CONTROL DISTRICT <br /> RECIEVELD <br /> MAR 2 .6 2007 MAR 2 7 2007 <br /> Mo Hatef Community Development Dept <br /> San Joaquin County <br /> 5 <br /> Community Development Department . <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: PA-0700080 (SA) <br /> Subject: CEQA comments regarding the expansion of an existing fresh produce <br /> packing operation <br /> District Reference No: 200700393 <br /> Dear Ms. Hatef: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above and offers the following comments: <br /> Findings of Significance <br /> The San Joaquin Valley Air Basin is currently designated as serious non-attainment for <br /> Ozone and non-attainment (no classification) for PM2.5. On October 30, 2008, the US <br /> EPA found°that the San Joaquin Valley had attained the PM10 standard. The US EPA <br /> based its determination upon monitoring data demonstrating that the ambient air quality <br /> had met the requirements for attainment. The US EPA's finding does not change the <br /> District's classification as a serious PM 10 non-attainment to attainment area. However, <br /> re-designation from serious non-attainment to attainment requires additional <br /> documentation and will occur at some future date. <br /> This project would contribute to the overall decline in air quality due to construction <br /> activities in preparation of the site, and ongoing traffic and other operational emissions. <br /> Based on the information provided, the District expects that the project would not <br /> exceed the District's Thresholds of Significance for ozone precursors of 10 tons per <br /> year of reactive organic gases (ROG) and oxides of nitrogen (NOx). However, the <br /> increase in emissions from this project, and others like it, cumulatively reduce the air <br /> quality in the San Joaquin Valley.
