San Joaquin Valley <br /> Unified Air Pollution Control District <br /> June 24, 1997 <br /> R�r�l\1F'p <br /> Kerry Sullivan <br /> San Joaquin County JUN 2 6 1997 <br /> Community Development Department Community ueveio <br /> Development Services Division pment Dept. <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL FOR A CROP DUSTER AIRSTRIP AND COMMERCIAL <br /> COACH OFFICE (SA-97-31) <br /> Dear Ms. Sullivan: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated serious nonattainment by the <br /> EPA and severe nonattainment by the Air Resources Board (ARB) for 03 (ozone). PM- <br /> 10(fine particulate matter, dust) has been designated serious nonattainment by the <br /> EPA and nonattainment by the ARB. The Federal Clean Air Act (CAA) and the <br /> California Clean Air Act require areas that are designated nonattainment to reduce <br /> emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this <br /> project can generate emission from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project <br /> is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> David L.
