Sullivan: <br /> San Joaquin County's Site Approval Application for the Haley Flying Service <br /> Agricultural AirportPN- 181-170-05 <br /> The California Department of Transportation's Aeronautics Program has reviewed the <br /> above-referenced document with respect to CEQA. The following comments are offered for <br /> your consideration. <br /> According to the Application Referral, the proposal is for a crop duster airstrip and <br /> commercial coach office. If the airport will be for agricultural or personal use only, the proposal <br /> would most likely be exempt from the State Airport Permit requirements. According to the <br /> Airports and Heliports Regulations, Title 21 Section 3525 through 3560, California Code of <br /> Regulations, an Agricultural Airport is defined as an airport restricted to use by agricultural <br /> aerial applicator aircraft (FAR Part 137 operators). A Personal-Use Airport is defined as an <br /> airport limited to the noncommercial activities of an individual owner or family and occasional <br /> invited guests. If the runway will be used by the owner in support of commercial activities or <br /> public service operations, the airport would be considered"Special-Use" and a State Airport <br /> Permit would be required. We have included a copy of the State regulations to assist you in <br /> determining if a State Airport Permit will be required. <br /> If the airport will be used for personal use, in addition to the stated agricultural use, it <br /> must meet the requirements of Section 3560 of the enclosed regulations. If a personal-use airport <br /> cannot comply with Section 3560, then it is not exempt from the State permit requirement. <br /> If you or the applicant have questions regarding the State regulations regarding airport <br /> permits, please contact the Aeronautics Program's Aviation Consultant for San Joaquin County, <br /> Betsy Eskridge, at 916/654-5203. The applicant should also be advised to submit the enclosed <br /> Notice of Landing Area Proposal (Form 7480-1) to the Federal Aviation Administration. In <br /> addition, environmental documentation should consider airport-related noise and safety impacts <br /> on the surrounding community. <br />
