showing consistency with the Delta Protection Commission's Resource Management Plan. <br /> All ten Findings can be made in the affirmative, therefore this project is consistent with the Delta Protection <br /> Commission's Resource Management Plan. <br /> Air Pollution Control District <br /> The Community Development Department referred the application to the San Joaquin Valley Air Pollution <br /> Control District (APCD) on February 25, 2011. APCD responded in a memo dated March 22, 2011. The <br /> District requested further information on the project and asked that pre- and post-project emissions be <br /> identified. The applicant hired Yorke Engineering, LLC to conduct an emission analysis of mobile emissions <br /> for the project. The calculated emissions were well below the APCD thresholds of 10 tons per year of oxides <br /> of nitrogen, 10 tons per year of reactive organic gases, or 15 tons per year of particulate matter of 10 <br /> microns or less. Therefore, a full air impact assessment was not required. <br /> Council of Governments <br /> San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both state and federal <br /> endangered species acts and ensures that the impacts are mitigated below a level of significance in <br /> compliance with the California Environmental Quality Act(CEQA). <br /> The Council of Governments was sent a referral on February 25, 2011. They responded in a memo dated <br /> March 8, 2011 that states that this project is subject to the SJMSCP and that this project is located within the <br /> unmapped area.
