Description of the proposed Revisions: On June 7,2012,the San Joaquin County Planning Commission approved the requested use permit and adopted the IS/MND(State Clearinghouse#2012042024)for the Sutter Home Winery Bottling Expansion Project(the Project). The date for completion of Phase 2 construction in the approved use permit is June 17,2022. Sutter Home is requesting an extension of the Phase 2 construction completion date of an additional 5 years,to accommodate continued construction activities to June 17,2027. The June 2012 IS/MND for the Sutter Home Winery Expansion Project evaluated the impacts of constructing several improvements related to expansion of the proposed winery production and bottling facilities.The Project has since undergone a minor modification, which is inclusion of an electrical Switching Station within the project boundary. The Switching Station will be constructed by PG&E and will service Sutter Home's existing(and proposed expanded)facility. An environmental analysis has been prepared, in the form of a draft Addendum to the IS/MND, which provides additional environmental analysis related to the proposed electrical Switching Station and related facilities,and demonstrates that these proposed facilities will not result in additional environmental impacts that were not contemplated in the June 2012 IS/MND for the Sutter Home Winery use permit application. Approval of the Addendum by the County would update and supplement the June 2012 IS/MND for the Sutter Home Winery Expansion Project. 2. State the facts showing the changes in circumstances which make the subject condition(s)no longer appropriate or necessary. The projected evolution of the Wine Industry Market causes the company's owners to extend the initially planned timeframe for the overall development of the facility.
