WASTE DISCHARGE REQUIREMENTS ORDER NO. 13 SUTTER HOME WINERY LODI FACILITY, SAN JOAQUIN COUNTY C. By 1 May 2002, the Discharger shall submit and implement a workplan for a salinity reduction study. The study shall look at all aspects of winery waste and shall investigate methods to reduce dissolved solids discharged to the treatment ponds and land application areas. d. By 1 July 2002, the Discharger shall submit a report describing how the multimedia filter backwash water discharge has been changed from the stormwater pond to the wastewater ponds. e. By 1 July 2003 the Discharger shall submit a Groundwater Monitoring Summary Report that`shall summarize the first four quarters of groundwater quality and elevation data, and wastewater flow and quality data. The report will evaluate observed or potential impacts to groundwater quality related to the land application system. If the wastewater discharge is determined to have, or is likely to, impact groundwater quality based on the Groundwater Monitoring Summary Report or subsequent monitoring reports, then a Wastewater Treatment/Pond Mitigation Plan shall be submitted within 90 days of request by the Executive Officer. The plan shall address groundwater contaminants identified in the Groundwater Monitoring Summary Report, evaluate contaminant control alternatives, and select a preferred contaminant control alternative. The selected contaminant control alternative must comply with State Water Resources Control Board Resolution 68-16 and be consistent with the most recent Basin Plan. The Plan must include a project schedule for design and construction. f. By I May 2003, the Discharger shall submit'a report describing how it has reduced the sources of dissolved solids that enter the wastewater treatment system. 3. By 16 June 2002 the Discharger shall comply with the Effluent Limitations presented in Section C of this Order. In the meantime, the Discharger shall use best management practices to reduce the amount of dissolved solids entering the wastewater, and to maintain compliance with all other Prohibitions and Specifications contained within this Order. 4. If monitoring data shows that wastewater in the storage pond contains pH concentrations less than 6.5 or greater than 8.5 standard units, then within 90 days of receiving notification from the Executive Officer, the Discharger shall install pH neutralization equipment that is capable of maintaining the pH within Effluent Limitations. 5. The Discharger shall_comply with the Monitoring and Reporting Program No. _, which is part of this Order,and any revisions thereto as ordered by the Executive Officer. 6. The Discharger shall comply with the "Standard Provisions and Reporting Requirements for Waste Discharge Requirements", dated 1 March 1991, which are attached hereto and by reference a a part of this Order.
