A LIGATION AGRICULTURAL EXCAVATION
" SAN JOAQUIN COUNTY COMMUNITY DEVELOPMENT DEPARTMENT
FILE NUMBER: PA-
RECLAMATION PLAN
CHECKLIST
The following checklist s designed to be used as a tool for developing a reclamation plan in compliance with SMARA. The checklist
is intended to encoura a coordination between applicants and review agencies in the identification of site specific issues prior to the
development of a reci tion plan. Identifying and addressing pertinent issues in the preparation stage will minimize delays later on in
the approval process. ,
The determine id n of i h issues should be addressed in the reclamation plan for a specific site should be based on the size of the
proposed operation,i tential environmental impacts, and the proposed end use of the site. Thos items marked with an"X"are
pr wired b s ecif s t la u e. Other items should not be considered as mandatory but may be-required by the County,
en,
depending on site ape - circumstances. More or less information maybe required, depending on the specific operation,
requirements, and I 4 rdinances. Check with development Services staff to determine which items should be Included.
[XI I. DESCRIPTI OF ENVIRONMENTAL SETTING': The purpose of this section is to document the conditions at the
proposed sit rior to mining. The lead agency will use the information provided in this section to identify potential adverse
environmen Impacts of the proposed mining operation.
A. Maps
Site A : Provide a road map which clearly shows how to gel to the site from the nearest fawn.
[X] To Ic Ma 2: This map is necessary to establish the location and regional setting of the mine site. The map
should E
evation contours, natural ground slopes, drainage patterns, and other topographic features of the mine
site an 1 sunding region within one mile of the mine site. Use U.S.Geological Survey 7-'/or 15 minute maps,
which theost accurate and useful.
B. Ggplo
i [X] I. P Ivide a description of the general geology of the area and a detailed description of the area in which mining is to
beconducted. The information will be used to assess potential adverse environmental impacts. Specifically, the
g is description should include:
[ ] a. A description of geologic setting.
i
[ ] b. Geologic cross section(s)In the location of proposed slopes,dams,tailings facilities,etc.adequate to assess
tential"stability problems. .
[ ] c. Any other geological information requested by the administering agency.
f C_ Hydroli
1. D 'be surface and ground water resources. The description may include:
I [ a. Evidence of contact with the State Water Resources Control Board and the Regional Water Quality Control
Board regarding possible permitting requirements(most of the concerns relating to the discharge of mine waste
can be satisfied by appending the report of waste discharge and waste discharge permit to the reclamation
plan).
[ ] b. Flow estimates of watersheds that will be disturbed by or have a potential to impact the proposed mining
operation). '
[ ] c. A description of land and water uses in affected watersheds that may be impacted by the proposed mining
operation including a hydrologic inventory of wells and springs in affected areas.
lb"Munld-M—terregime in the
[ ) e A map showing the relationship between the water table(potentiometric)surface and the proposed mining
operation.
FADEVSMIRlanning Applic Am Forms\ Page 7 of 15
F Agricuitural Excavation-clot.(P wsed 02-03-10)
t .
