PA-02-182 OF GEORGE READ,INC. (APN-019-220-40) The project is a Quarry Excavation to remove approximately one million cubic yards of rock,sand and gravel from approximately 89 acres in three phases over a period of l 1 years.The site is located approximately 1,000 feet north of State Route 12188, directly north of the north terminus of Atkins Road, northwest of Clements. The Mokelumne River borders the site on the north. This item is tentatively scheduled for the Planning Commission of October 3,2002, The Community Development Department intends to recommend that the Planning Commission approve the project with the following conditions: Quarry Excavation Application No. was approved by the Planning Commission on , The effective date of approval is. This approval will expire on,which is 18 months from the date of approval,unless(I)all Conditions of Approval have been complied with, (2) all necessary building permits have been secured and remain in force,and(3)all necessary permits from other agencies have been secured and remain in force. Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as ordinance requirements pertinent to this application. Ordinance requirements cannot be modified; and, other ordinance requirements may apply. 1) COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact:Chander Martin,468-3144) a) APPROVED USE:This approval is for a Quarry Excavation to remove approximately one million cubic yards of rock, sand and gravel from approximately 89 acres in three phases over a period of 11 years as shown on the plans dated May 3,2002 and the reclamation plan dated June 28,2002. E .L b) RIPARIAN HABITAT: Parallel to the Mokelumne River, a natural open space area for riparian habitat and waterway protection shall be maintained to provide nesting and foraging habitat and the protection of waterway quality. The minimum width of said open space shall be one-hundred(100) feet, measured from the mean high water level of the natural bank or fifty (50) feet back from the existing riparian habitat,whichever is greater. Water-dependent uses may be permitted in this buffer. The mean high water level and the edge of the riparian habitat shall be shown on.the Site Plan. The open space buffer required above shall be shown on the Site Plans with the following note:
