CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION r <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> GEORGE REED, INC. AND 711 MATERIALS, INC. <br /> 'AGGREGATE°MINE-AND WASTEWATER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter <br /> Regional Board), finds that: <br /> 1. George Reed, Inc. submitted a Report of Waste Discharge (RWD), dated 24 October 2001, <br /> to treat and dispose of industrial wastewater generated at the George Reed, Inc., Clements <br /> facility, an aggregate mining and washing facility. Additional information was submitted <br /> on 1 February 2002. <br /> 2. 711 Materials n is operates a concrete batch plant on George Reed Inc.'s property. George <br /> p Y g <br /> Reed, Inc. and 711 Materials, Inc. (together referred to as Discharger) are jointly and <br /> severally responsible for compliance with the requirements described in this Order. <br /> 3. George Reed, Inc. and 711 Materials, Inc. are both subsidiaries of Basic Resources, Inc. <br /> 4. Waste Discharge Requirements Order No. 93-177, adopted by the Regional Board on 17 <br /> September 1993, prescribes requirements for discharge of wastewater at George Reed, <br /> Inc.'s facility. The Order is being updated because the Discharger is exceeding the <br /> wastewater flow limit in Order No. 93-177. <br /> a <br /> 5. The facility is located at 17300 E. Jahunt Road, Clements and is located in Sections 15,16, <br /> 21, and 22 T4N, RBE, MDB&M as shown on Attachment A, which is attached hereto and <br /> made part of the Order by reference. <br /> FACILITY OVERVIEW <br /> 6. George Reed, Inc. owns and operates an aggregate mining and processing facility that <br /> discharges wastewater from sand and gravel washing operations to a settling/recycling <br /> pond system. Recycled wastewater is used in the rock crushing plant and for dust control <br /> E activities. Approximately 1,320 gallons per minute (475,000 gpd) of fresh well water is <br /> used in the aggregate washing plant. <br /> 7. George Reed Inc. also operates an asphaltic concrete batch mixing plant (hot plant), while <br /> 711 Materials operates a concrete batch plant at the site. <br /> E 8. Aggregate processing equipment consists of wash screens and drums, crushers, vibratory <br /> E screens, and a gold recovery circuit. Gold recovery is performed using gravimetric <br /> E <br /> methods; no chemical methods of recovery (amalgamation or cyanide ]each) are employed. <br /> 9. The products manufactured onsite are screened and washed sand, washed and crushed <br /> rock, asphaltic concrete products, and Portland cement concrete. <br />
