WASTE DISCHARGE REQUIREMENTS ORDER NO. -8- <br /> GEORGE REED,INC. AND 711 MATERIALS,INC. <br /> AGGREGATE MINE AND WASTEWATER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> defined by the California Water Code, Section 13050. <br /> 5. Objectionable odors originating at this facility shall not be perceivable beyond the limits <br /> of the wastewater treatment area. <br /> 6. Water or process wastewater shall be used for dust control or onsite irrigation in a <br /> manner that will not cause runoff to uncontrolled areas. <br /> 7. The discharge shall remain within the designated disposal area at all times. Wastewater <br /> shall not be discharged to areas not identified in Attachment B. <br /> 8. Wastewater ponds shall not have a pH of less than 6.5 or greater than 8.5. <br /> 9. The Discharger shall operate all systems and equipment to maximize treatment of the <br /> wastewater and optimize the quality of the discharge. <br /> 10. The ponds shall be managed to prevent breeding of mosquitoes. In particular, <br /> a. An erosion control program should assure that small coves and irregularities are not <br /> created around the perimeter of the water surface. <br /> b. Weeds shall be minimized through control of water depth, harvesting, or herbicides. <br /> c. Dead algae, vegetation, and debris shall not accumulate on the water surface. <br /> 11. As of 31 December 2002, the Discharger's primary settling ponds shall be designed, <br /> constructed, operated, and maintained to prevent inundation or washout due to floods <br /> with a 100-year return frequency. Recycled water ponds that contain low concentrations <br /> of sediment may remain in the 100-year flood zone. <br /> 12. All stockpiled products shall be managed to prevent erosion of sediment to surface water <br /> drainage courses. <br /> 13. Newly constructed or rehabilitated levees or berms shall be designed and constructed <br /> under the direct supervision of a California Registered Civil Engineer or Engineering <br /> Geologist. <br /> 14. The freeboard in all ponds shall never be less than two feet as measured vertically from <br /> the water surface to the lowest point of overflow. <br /> 15. The wastewater ponds shall have sufficient capacity to accommodate allowable <br /> wastewater flow, design seasonal precipitation, and ancillary inflow and infiltration. <br /> Design seasonal precipitation shall be based-on total annual precipitation using a return <br /> period of 100 years, distributed monthly in accordance with the historical rainfall <br /> patterns. <br /> 16. On or about 1 November of each year, available ponds storage capacity shall at least <br /> equal the volume necessary to comply with Discharge Specifications B.14 and B.15. <br />
