WASTE DISCHARGE REQUIREMENTS ORDER NO. -8-
GEORGE REED,INC. AND 711 MATERIALS,INC.
AGGREGATE MINE AND WASTEWATER SYSTEM
SAN JOAQUIN COUNTY
defined by the California Water Code, Section 13050.
5. Objectionable odors originating at this facility shall not be perceivable beyond the limits
of the wastewater treatment area.
6. Water or process wastewater shall be used for dust control or onsite irrigation in a
manner that will not cause runoff to uncontrolled areas.
7. The discharge shall remain within the designated disposal area at all times. Wastewater
shall not be discharged to areas not identified in Attachment B.
8. Wastewater ponds shall not have a pH of less than 6.5 or greater than 8.5.
9. The Discharger shall operate all systems and equipment to maximize treatment of the
wastewater and optimize the quality of the discharge.
10. The ponds shall be managed to prevent breeding of mosquitoes. In particular,
a. An erosion control program should assure that small coves and irregularities are not
created around the perimeter of the water surface.
b. Weeds shall be minimized through control of water depth, harvesting, or herbicides.
c. Dead algae, vegetation, and debris shall not accumulate on the water surface.
11. As of 31 December 2002, the Discharger's primary settling ponds shall be designed,
constructed, operated, and maintained to prevent inundation or washout due to floods
with a 100-year return frequency. Recycled water ponds that contain low concentrations
of sediment may remain in the 100-year flood zone.
12. All stockpiled products shall be managed to prevent erosion of sediment to surface water
drainage courses.
13. Newly constructed or rehabilitated levees or berms shall be designed and constructed
under the direct supervision of a California Registered Civil Engineer or Engineering
Geologist.
14. The freeboard in all ponds shall never be less than two feet as measured vertically from
the water surface to the lowest point of overflow.
15. The wastewater ponds shall have sufficient capacity to accommodate allowable
wastewater flow, design seasonal precipitation, and ancillary inflow and infiltration.
Design seasonal precipitation shall be based-on total annual precipitation using a return
period of 100 years, distributed monthly in accordance with the historical rainfall
patterns.
16. On or about 1 November of each year, available ponds storage capacity shall at least
equal the volume necessary to comply with Discharge Specifications B.14 and B.15.
