INFORMATION SHEET <br /> ORDER NO. <br /> GEORGE REED, INC. AND 711 MATERIALS, INC. <br /> AGGREGATE MINE AND WASTEWATER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> George Reed, Inc. owns and operates the,aggregate processing facility-at.17300 E. Jahunt Road, <br /> Clements, San Joaquin County. George Reed processes earth materials excavated in the nearby area. <br /> Presently, the excavations are located south of the Mokelumne River. A gold dredge mined the area in <br /> the 1930's. Excavation of earth materials has occurred since at least 1956. George Reed, Inc. has <br /> owned the facility since 1993. George Reed, Inc. also operates an asphaltic concrete batch plant at the <br /> site. 711 Materials, Inc. operates a concrete batch plant. <br /> George Reed, Inc. expects to produce approximately 500,000,tons of aggregate per year. Excavated <br /> materials are washed to remove fine grained soil particles. Approximately 475,000 gallons of <br /> aggregate washing wastewater is generated on a daily basis. Aggregate washing water comes from a <br /> 4 groundwater well located at the aggregate plant. Most of the water is recycled for uses such as dust <br /> control not aggregate washing. <br /> The wastewater is discharged to settling ponds that are not protected from a 100-year flood. George <br /> Reed, Inc. has proposed a plan to install mechanical separation equipment and construction of primary <br /> settling ponds. Effluent from the settling ponds is required to have a lower sediment load then <br /> floodwaters in the Mokelumne River. As part of the wastewater system improvements, George Reed, <br /> Inc. is proposing to discharge wastewater into an existing pond (called Pond A). To allow construction <br /> of the mechanical settling equipment and primary settling ponds, wastewater would be discharged into <br /> Pond A would be without treatment. The Order requires the mechanical equipment and primary <br /> settling ponds to be constructed and in operation by December 2002. This Order requires evaluation of <br /> Pond A to determine if additional permits from other governmental organizations are required prior to <br /> initiating the discharge. <br /> Groundwater occurs approximately 15-20 feet below the ground surface depending on surface <br /> elevation. No groundwater monitoring wells exist on the property, although there are two industrial <br /> process supply wells. This Order does not require groundwater monitoring because chemicals are not <br /> added to the wastewater and because of the low likelihood of the discharge impacting groundwater <br /> quality.
