To: San Joaquin County Community Development Department Development Services Division Attn: Chandler Martin From Educators Land Development Corporation Subject: Application number PA-02-182 We received your notice regarding the George Reed, Inc. application for a permit to excavate approximately one million cubic yards of rack, sand and gravel from a site at Clements, California (APN/Address: 019- 220-28). We are the owners of the property adjoining the proposed excavation site on its northern border (APN/Address: 019-220-26). Our property consists of 16 plus acres of elevated bluff land together with approximately four acres of bottom land adjacent to the proposed excavation site. It is our intent to develop the bluff land for home sites consistent with its current zoning. We purposely included the portion of bottom land at the time we purchased this parcel to be used as a ponding area to accommodate storm drainage from the development on the bluff. It is our understanding that, if approved, the excavation permit would allow the Reed Company to excavate to a depth of approximate 25 feet, then returning only approximately 13 feet of topsoil. It would appear that if such an excavation is allowed to take place, upon completion, there would exist a difference of approximately 12 feet elevation at the juncture of the two properties. We are concerned that this type of excavation adjacent to our property would destabilize the area at the southern border of our property, thus interfering with our plans to place a pond in our predesignated area. Additionally, we have concerns regarding the noise level and unsightly environment created with the open pit type excavation.
