PA-0300014 OF GOOD <br /> EARTH FARMS LLC <br /> This is an application for a Site Approval for the production of organic compost to be used <br /> on site at an existing vineyard. The Agricultural Waste use type is permitted in the General <br /> Agriculture zone with an approved Site Approval. This project includes the grinding and <br /> sorting of urban green waste; and the spreading of this material in long windrows where it <br /> will be monitored and turned to facilitate the formation of compost. Each spring, this <br /> compost will then be spread over the vineyard on site, at an application rate of <br /> approximately ten to fifteen tons per acre. <br /> The project is located on the southeast corner of Johnson Road and State Route 12, east <br /> of Clements. The two-acre project site is located at the southeast corner of a 185-acre <br /> vineyard. <br /> Phone calls, letters, and a petition have been received in opposition to the project. Their <br /> concerns include groundwater contamination, odor, noise, and flooding. <br /> Based on the controversy, this project is currently scheduled to be heard at the Planning <br /> Commission meeting on April 3, 2003. However, at the applicant's request, it will be <br /> rescheduled pending the completion of noise, odor, and air quality studies. <br /> The project site is subject to localized flooding from Bear Creek. The Public Works <br /> Department will address conditions to contain the green waste and compost on site. <br /> Any conditions concerning noise will be addressed when specifications for the grinder, <br /> spreader, and the mechanical agitator are received and assessed. The Development Title <br /> requires that the noise level at adjacent outdoor activity areas be below 65 dB. <br /> (Development Title Section 9-1025.9(b)) <br /> Pending the favorable outcome of the noise, dust, odor and flooding studies, the <br /> Community Development Department will be recommending that the Planning Commission <br /> approve the Site Approval with the following conditions. <br /> Site Approval Application No. was approved by the Community Development <br /> Department on .
