San Joaquin valley <br /> Air Pollution Control District <br /> February 18, 2003 Ff 8 2 o 2003 <br /> Rick Gfiffin <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL APPLICATION FOR ORGANIC COMPOST OF URBAN <br /> YARD REFUSE <br /> Dear Mr. Griffin: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that the proposed compost facility has the <br /> potential to generate odors if not properly operated and maintained. The County should <br /> carefully evaluate the potential for odors to be generated by this project and the impact <br /> that any odors could have on sensitive receptors located in the area. The District <br /> encourages San Joaquin County to monitor the operation of the facility carefully to <br /> ensure that odors do not become a problem. <br /> In addition, the construction phase of this project can generate emission from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and <br /> other related activities. As a result, this project is subject to District Regulation VIII <br /> (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of <br /> fine particulate matter (PM-10) entrained into the ambient air from man-made sources. <br /> The attached Compliance Assistance Bulletin highlights many of the requirements <br /> contained within Regulation VIII. The Bulletin is not meant to be all-inclusive, but it can <br /> be a useful compliance aid in the field and office alike. <br /> David L.
