CONDITIONS OF APPROVAL <br /> PA-1700043 <br /> ROCHE BROTHERS/NORMAN WILSON <br /> Use Permit Application No. PA-1700043 was approved by the San Joaquin County Planning <br /> Commission on November 16, 2017. The effective date of approval is November 26, 2017. This <br /> approval will expire on May 28, 2019, which is 18 months from the effective date of approval, (1) all <br /> Conditions of Approval have been complied with and (2) a Final Map has been filed with and <br /> accepted by the County Surveyor. <br /> Unless otherwise specified,all Conditions of Approval and ordinance requirements shall be complied <br /> with prior to approval of the Final Map. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance requirements cannot be <br /> modified and other ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact:Alisa Goulart, [209]468-0222) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT'. The Site <br /> Plan required as a part of the building permit must be prepared by a registered civil engineer or <br /> licensed architect. This Plan must show drainage, driveway access details including gates, on-site <br /> parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br /> PLAN CHECK LIST' for details). Foundation and soils investigation shall be conducted in <br /> conformance with Chapter 18 of the California Building Code at the time of permit application. A fee <br /> is required for the Site Plan review. (Development Title Section 9-884) <br /> b. APPROVED USE: This approval is for the conversion of an existing Agricultural Processing - <br /> Preparation Services facility into an Agricultural Processing - Food Manufacturing facility to be <br /> constructed in five phases over eight years as shown on the site plan dated March 2, 2017. (Use <br /> Type: Agricultural Processing—Food Manufacturing) <br /> • Phase 1, building permits to be issued within 18 months from the effective date of approval, <br /> includes the construction of a 35,907 square foot building for food manufacturing, cold storage, <br /> and storage; a 4,000 square foot storage building; and, a 27,000 square foot cold storage and <br /> storage building. <br /> • Phase 2, building permits to be issued within 2 years from the effective date of approval, <br /> includes the construction of a 4,800 square foot equipment repair building. <br /> • Phase 3, building permits to be issued within 3 years from the effective date of approval, <br /> includes the construction of a 3,600 square foot office building. <br /> • Phase 4, building permits to be issued within 5 years from the effective date of approval, <br /> includes the construction of a 50,400 square foot storage building. <br /> • Phase 5, building permits to be issued within 8 years from the effective date of approval, <br /> includes the construction of a 58,800 square foot storage building. <br /> Note: The facility has 87,200 square feet of existing buildings used for nut processing and <br /> storage. <br /> c. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. If the Capital <br /> Facility Fee is applicable, the County shall collect the fees before the issuance of any building <br /> permits. (Development Title Section 9-1245.2) <br /> d.
