San Joaquin Valley J �' <br /> AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING <br /> May 15, 2017 <br /> Alisa Goulart <br /> County of San Joaquin <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: PA-1700043 (UP) <br /> District GEQA Reference No: 20170471 <br /> Dear Ms. Goulart: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above consisting of a request to expand an existing nut processing <br /> facility into a manufacturing facility to be completed in five phases over eight years. <br /> Phase One, to be completed within 18 months, will include the construction of a 35,907 <br /> square foot food manufacturing and storage building, 27,000 square foot cold storage <br /> and food manufacturing/processing building, and a 4,000 square foot storage building. <br /> Phase Two, to be completed within 24 months, will include the construction of a 4,800 <br /> square foot shop. Phase Three, to be completed within 36 months, will include the <br /> construction of a 3,600 square foot office. Phase Four, to be completed within 60 <br /> months, will include the construction of a 50,400 square foot storage building. Phase <br /> Five, to be completed within 96 months, will include a 58,800 square foot storage <br /> building. The project is located at 26639 East Jones Avenue, in Escalon, CA. The <br /> District offers the following comments: <br /> 1. Based on information provided to the District, project specific emissions of criteria <br /> pollutants are not expected to exceed District significance thresholds of 10 tons/year <br /> NOX, 10 ton/year ROG, and 15 tons/year PM10. Therefore, the District concludes <br /> that project specific criteria pollutant emissions would have no significant adverse <br /> impact on air quality. <br /> 2. The proposed project will be subject to District Rule 2010 (Permits Required) and <br /> Rule 2201 (New and Modified Stationary Source Review) and will require District <br /> permits. Prior to construction, the project proponent should submit to the District an <br /> application for an Authority to Construct (ATC).
