Central Valley Regional Water Quality Control Board 2 May 2017 Alisa Goulart San Joaquin County Community Development Department 1810 East Hazelton Ave Stockton, CA 95205 COMMENTS ON APPLICATION REFERRAL (APPLICATION NUMBER:PA-1700043) NORMAN WILSON, ROCHE BROTHERS, SAN JOAQUIN COUNTY Pursuant to San Joaquin County Community Development Department's 14 April 2017 review request, Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has reviewed the Application Referral for the subject project. The Central Valley Water Board is responsible for protecting the quality of surface and ground waters of the state; therefore, our comments will address water quality matters only. The applicant proposes to expand the Roche Brothers facility, an existing almond processing facility, to be completed in five phases over eight years. The expansion includes the construction of a 27,000 square foot cold storage building and a 4,000 square foot storage building during Phase 1; a 4,800 square foot shop for Phase 2; a 3,600 square foot office for Phase 3; a 50,400 square foot storage building during Phase 4; and a 58,800 square foot storage building for Phase 5. A Google Earth image, dated 14 March 2016, shows a pond located in the western portion of the site. The purpose of the pond is unknown. Waste Discharge Requirements (WDRs) The discharge of wastewater and residual solids to land is subject to regulation under individual WDRs or Central Valley Water Board Order R5-2015-0005 (the Conditional Waiver of Waste Discharge Requirements for Small Food Processors, Small Wineries and Related Agricultural Processors within the Central Valley Region, or Waiver). The facility is not currently regulated under WDRs by the Central Valley Water Board. In accordance with California Water Code Section 13260, if the applicant plans to discharge wastewater to land, the project proponent is required to submit a Report of Waste Discharge (RWD) to apply for new WDRs.
