San Joaquin Valley APR 1 2004 - <br /> Air Pollution Control District Commuulty Uovelupll1elnLlept <br /> March 30, 2004 Reference* 77DEV2004 <br /> Jennifer Jolley <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: PA-0400077 (GP) (PRE-APPLICATION) TO CHANGE FROM <br /> GENERAL AGRUCULTURE TO RURAL RESIDENTIAL <br /> Dear Ms Jolley: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed projects and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. However, as the site is developed into <br /> housing the following items will apply. <br /> The construction phase of this project can generate emissions from the movement of <br /> soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust <br /> Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources. The attached <br /> Compliance Assistance Bulletin highlights many of the requirements contained within <br /> Regulation VIII.
