Phasing of County roads <br /> will be controlled by the County and coordinated with the community's Roadway <br /> I Impto vemeht Plan. <br /> Rus transit and bicycle facilities will be provided incrementally throughout bulldout of the <br /> community,with transit stops,shekters,bicycle lockers and racks in each neighborhood. <br /> The Mocor;o rail platform will be built after passenger service is initiated_ <br /> Railroad crossings and intersection channalization improvements will be constructed in <br /> response to traffic volume and circulation pattems in order to maintain the required level of <br /> service. <br /> Plan description <br /> WI irnprovements will be financed with private funding in exchange for fee credits <br /> imposed through the MHCSD's MHTIF. In addition,some oft-site(in-community) <br /> improvements will likely be required in order to maintain County starfdafds for levels of <br /> service. All such improvements will be further defined and required by the MHC,90 as part <br /> of Both the Traffic Irrlpaat Analysis prepared by the MI-ICSI7's traffic consultant, and <br /> subsequent detailed engineering. <br /> The implementation of SP 11 will generate,through the collection of local and regldn2ii <br /> traffic impact fees,funds to he collected by the County(TI MFy and MHCSD(MHTIF)to <br /> pay for future roadway and transpoflation program responsibilities of the pr❑)ect, <br /> consistent with the community approvals and pollcies contained in Section 9 of the Master <br /> Plan and Specific Plan I,as implemented by ordinance.
