2. DEPARTMENT OF PUBLIC WORKS(Staff Contact: Bill DuBois, 468-3000) <br /> a. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br /> Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br /> 1145.5) <br /> c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is$213.22 per daily trip-end generated in <br /> the Lodi area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) <br /> d. The Regional Transportation Impact Fee shall be required for this development. The fee is due and <br /> payable prior to the issuance of building permits. The fee currently is$850.00 per 1,000 gross <br /> square feet of building designated as Manufacturing. The fee shall be automatically increased on <br /> July 1 of each year by the Engineering Construction Cost Index as published by the Engineering <br /> News Record. (R-06-38) <br /> e. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> f. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> g. Dischargers whose projects disturb one or more acres of soil or whose projects disturb less than one <br /> acre but are part of a larger common plan of development that in total disturbs one or more acres are <br /> required to obtain coverage under the General Permit for Discharges of Storm Water Associated <br /> With Construction Activity(Construction General Permit 99-08-DWQ). Construction activity subject <br /> to this permit includes clearing, grading, and disturbances to the ground such as stockpiling or <br /> excavation but does not include regular maintenance activities performed to restore the original line, <br /> grade, or capacity of the facility. <br /> h. Drainage from each parcel shall be retained on the site by a retention basin and meet the <br /> requirements of San Joaquin County Development Standards. Retention ponds shall be fenced with <br /> a six-foot-high chain-link fence or equal when the maximum design depth is 18 inches or more. The <br /> required retention basin capacity for each parcel shall be calculated by a registered civil engineer, <br /> licensed contractor, or an architect prior to the release of building permits. (Development Title <br /> Section 9-1135.9) <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina, 468-3455) <br /> a. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to Environmental Health to indicate that the area is suitable for septic tank usage. The <br /> study must be approved by Environmental Health prior to issuance of Phase II building permits <br /> (Development Title Section 9-1105.2[d]).
