In response to the application referral for this project , the Environmental Health Division of Public Health Services has requested that additional information be provided regarding the type, generation, and storage of hazardous substances that may potentially be involved in the operation of the truck terminal or the transport of goods . Without this information the EHD feels that it cannot State that the project does not have the potential to result in potentially adverse environmental impacts . In its response to the application referral for this project, the Department of Public Works stated that the application should either be denied or action upon it be delayed until a Traffic Study has been completed . The statement indicates that the project ' s truck traffic may have adverse impacts on the area ' s roadways and intersections and that mitigation measures may be necessary to reduce those impacts to less than significant levels . The result of the traffic study may also affect the specific dedications and improvement standards that will be necessary for the project . The San Joaquin County Council of Government ' s Airport Land Use Commission has indicated that the project will be in conformance with the Airport Land Use Plan, subject to meeting adopted restrictions on radio transmission frequencies . The Commission ' s concerns about the project ' s storm retention pond 'becoming a bird hazard (not covered by the Airport Land Use Plan) , will be addressed by the Department of Public Work ' s adopted design standards for storm retention ponds .
