e 4.2 Non-ASTM Services <br /> J Asbestos-Containing Building Materials <br /> V For buildings constructed prior to 1980, the Code of Federal Regulations (29 CFR 1926.1101) <br /> states that all thermal system insulation (boiler insulation, pipe lagging, and related materials) <br /> and surface materials must be designated as "presumed asbestos-containing material" (PACM) <br /> unless proven otherwise through sampling in accordance with the standards of the Asbestos <br /> Hazard Emergency Response Act. <br /> Due to the lack of physical improvements on the subject property,PACMs are not expected to be <br /> present. <br /> Lead-Based Paint <br /> Lead-based paint is any paint,varnish, stain, or other applied coating that has 1 mg/cm2(or 5,000 <br /> ug/g by dry weight) or more of lead. In Section 1017 of the Housing and Urban Development <br /> Guidelines, Residential Lead-Based Paint Hazard Reduction Act of 1992, otherwise known as <br /> "Title X", states that a lead-based paint hazard is"any condition that causes exposure to lead that <br /> would result in adverse human health effects" resulting from lead-contaminated dust, bare, lead- <br /> contaminated soil, and/or lead-contaminated paint that is deteriorated or present on accessible, <br /> friction, or impact surfaces. Therefore, under Title X, intact lead-based paint on most walls and <br /> ceilings would not be considered a "hazard", although the paint should be maintained and its <br /> condition monitored to ensure that it does not deteriorate and become a hazard.
