66 01 May 2007 AGE-NC Project No. 07-1516 Page 13 of 39 ground from airplane washing; the site was referred to CVRWQCB Enforcement. r` 1985: The property was included in a routine county-wide inspection. • 1986/1987: A Site Screening was performed as part of a special project for pesticide application sites; the CVRWQCB confirmed the presence of pesticides in shallow ground water in 1986 with further confirmation sampling in 1987. The 1986 sampling analyses revealed that 12 pesticides were present in shallow ground water adjacent to the application wash area (Discharge Area) near the northwest corner of the property and that additional pesticides were present in shallow soil samples. Further site assessment was required by the CVRWQCB. • 27 October 1987: Assessment did not proceed in a timely manner and Cleanup and Abatement Order#87-734 was issued by the CVRWQCB for the property. The C&A Order 6 noted that the discharger collected pesticide rinse water and stored it in an above-ground storage tank, but that for 40 years prior to 1986 the discharger caused rinse water to be discharged to the ground;it also noted that ground water was less than 10 feet below surface grade and that tile drainage areas less than 'Amile from the property discharged to the San Joaquin River. The C&A Order required soil characterization in the disposal area south from the office, determination of first ground water elevation and gradient, the collection and analysis of upgradient and down-gradient water samples and the determination,to the degree necessary to protect water quality, of the distribution of pesticide residues in soil. A final work plan was received on 22 August 1988, but the owners would not comply with all the required activities. • 08 March 1989:Assessment did not proceed in a timely manner and Cleanup and Abatement Order#89-705 was issued by the CVRWQCB for the property;this C&A Order was nearly 60 identical to the 1987 Order except for the addition to the work scope of the two used pesticide container storage areas east and south from the office. 29 August 1989:A Former Discharge Area Investigation Report was performed by Weston, Inc. and dated 29 August 1989. The soil lithology was consistent across the site, primarily sandy, silty clays and reflected low transmissivity. Six soil borings (BA, BC, BE, BF, BG ,., and BH)were advanced and sampled at 1,3 and 5-foot intervals;three borings were advanced as monitoring wells(MW-1 (BA),MW-2 and MW-3)to total depths ranging from 9.15 feet to 13.54 feet below surface grade (bsg); the localized ground water gradient was indicated i.. to the northeast.
