Prior to my <br /> arrival, you had taken the initiative of obtaining permission to enter the property from the <br /> property owner. Upon arrival,I was shown areas where contents from previously parked <br /> vehicles and trailers leaked onto the ground. <br /> I had contacted Robert Lopez from Office of Emergency Services to come out to the site <br /> and make a determination as to the hazardous property of the waste. The sample taken <br /> was analyzed and found to be non-flammable with a pH of 11.5. Based on these <br /> `- properties, I had no choice but to assume the waste as non-hazardous. <br /> I had taken a sample for further analysis and left a duplicate sample with the property <br /> owner. I sent the sample to GeoAnalytical Laboratories for the 96-hour bio-assay test <br /> and pH. Due to preparation requirements to run the analysis, the test was not started until <br /> 8/27/02. I am attaching a copy of the lab results from samples taken on 8/12/02 that <br /> indicates the waste to be hazardous. Due to the failing aquatic bio-assay test, this waste <br /> is toxic. <br /> If you have any further questions,please contact me at(209) 468-3459. <br /> Q � <br /> Dennis H.
