Other requirements may also apply. These requirements cannot be <br /> modified. <br /> A. Submit a Small Public Water System preliminary technical report to the California State <br /> Water Resources Control Board, Division of Drinking Water(Water Board) prior to issuance <br /> of building permits and at least six months before initiating construction of any water related <br /> improvement, as defined. The issuance of a permit to operate a small public water system <br /> by the local primacy agency [Environmental Health Department (EHD)] is prohibited <br /> without the concurrence of the Water Board. Please contact Michelle Frederick by email at <br /> michelle.frederick(,5waterboards.ca.gov or by phone at (707) 576-2731 at the Water Board <br /> concerning the requirements for preliminary technical report submittal prior to issuance of <br /> building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, <br /> a permit application to construct and operate Small Public Water System shall be submitted <br /> to the EHD for approval prior to issuance of building permits. To issue a permit to operate, <br /> concurrence from the Water Board is required. A yearly permit to operate a public water <br /> system will be required by the Environmental Health Department prior to sign off of the <br /> certificate of final occupancy (San Joaquin County Development Title, Section 9-1120.2 <br /> and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, <br /> and Health and Safety Code, Section 116525 116570. <br /> B. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall <br /> be submitted to the Environmental Health Department, indicating that the area is suitable <br /> for septic system usage. The studies must be approved by the Environmental Health <br /> Department prior to issuance of building permit(s). (San Joaquin County Development <br /> Title, Section 9-1105.2(d)).
