0 1W
P.O. Box 1596 Patterson,CA 95363-1596 • Phone(209) 892-4470 •Fax (209) 892-4469
August 9, 2011
San Joaquin County Community Development Department
Development Services Division
Attn: Rick Griffin
1810 East Hazelton Avenue
Stockton, CA 95205
Re: Major Subdivision Application No. PA-1100136 (SU) — Carl & Annamae Navarra,
Trust - APN 255-170-01
Dear Mr. Griffin:
These comments are submitted on behalf of the New Del Puerto Water District
("District").
The District provides agricultural water service to the above referenced parcel, 255-170-
01, which is located within its boundaries. Parcel 255-170-10, which is not listed in the
referral but also appears to be involved in the application, is not located within District
boundaries. The District delivers water supplies to eligible lands within its boundaries
through canalside turnouts located on the Delta-Mendota Canal that are licensed for
this purpose. These turnouts are designed to serve areas of the District that do not
necessarily coincide with defined parcels and often involve several landowners and
several separate or shared delivery systems that are privately owned, operated and
maintained. The District does not own, operate or maintain any distribution systems
for delivery of available water supplies beyond its canalside points of delivery.
Landowners involved in parcel splits or subdivisions are advised that easements and/or
shared delivery system agreements required to provide access across intervening
property(ies) to the existing point of delivery must be in place at the time of the
proposed action in order to ensure continuing access to District allocated water
supplies.
One other noteworthy item with regard to this application has to do with the District's
contractual requirement to separately meter water deliveries to all its water users.
Insofar as the granting of this application would result in the creation of numerous
saleable parcels, each in need of water service from the District, the Board of Directors
has determined and the applicant should be advised that any and all additional
metering sites required as a result of this and any future parcel splits are to be
designed, equipped, installed and maintained in accordance with District requirements
at individual landowner expense.
