Chapter 2 <br /> Project Description <br /> Introduction <br /> DeSilva Gates Construction,LLP,is proposing to mine sand and gravel from a <br /> 217.5-acre site located in southwestern San Joaquin County(APNs 255-080-08, <br /> 255-080-09,255-080-10,255-080-11,255-080-12,and 255-080-13). The <br /> DeSilva Gates Quarry Project would include operation of a rock plant, asphalt <br /> and concrete batch plants, and a recycling plant. Topsoil at the site would be <br /> stockpiled to form a berm to visually screen the site from area roadways. The <br /> Applicant has signed a long-term contract with Thoming Aggregates,LLP(site <br /> owner and Lessor)for use of the site. <br /> The total amount of mined aggregate and overburden to be removed over the 40- <br /> year life of the Project is estimated by the Applicant to be 30 million tons. <br /> Overburden(estimated at 10 million tons)will be used for reclamation; and the <br /> Applicant estimates 20 million tons of aggregate will be marketed. During start <br /> up,the estimated plant production level would be approximately 500,000 tons <br /> annually; the maximum annual production level is estimated as 1.5 million tons. <br /> The average mine production of marketed material is estimated by the Applicant <br /> to be 750,000 tons annually. <br /> Aggregate is a general term that refers to any hard, inert material, such as sand, <br /> gravel,or crushed rock. Strong and durable aggregate is of prime importance in <br /> products such as ready-mixed concrete,mortar,plaster, asphaltic concrete <br /> products for pavement,and base courses of aggregates that underlie all types of <br /> pavement. These materials commonly contain up to 95%aggregate by weight. <br /> Construction aggregate materials are used to maintain and construct commercial, <br /> industrial, and public buildings;highways;roads and bridges; and homes and <br /> schools. The primary customers for these materials typically are city,county, <br /> and state agencies,ready-mix concrete suppliers, asphalt paving material <br /> suppliers,and grading and paving contractors. For this Project,the Applicant has <br /> indicated they intend to use the majority of the excavated materials to support <br /> their construction operations.
