Shephard, Sr.
Response to Comment 1
The contract between the Koster family and the Applicant was not reviewed in
preparation of the Draft EIR. The project was independently reviewed based on
information on the mining and operation plan and reclamation provided by the Applicant
in their application for a quarry permit. Impacts were evaluated based on the County's
CEQA thresholds of significance, and mitigation was recommended where feasible to
reduce impacts to less than significant.
Response to Comment 2
The County understands that the applicant has sought to obtain surface water from the
Delta Mendota Canal(DMC). Using imported surface water for reclamation would be
beneficial to the groundwater levels in the area. However, appropriation of any DMC
water is not possible for this project due to the current water rights situation of die DMC.
San Joaquin PPConditional Permits for aggregate minisgand/oreclamation in the same area as the proposed project.,
rteuaa.ii.r
............... ....
wmm.,metidieg>b. ;
Response to Comment
Detailed analysis of oundwater con-Oki- the site-s ecific and c, Feu neWdmgm l4b•Gt>W rw ha'emmYte'
gL g P s,ruk-kLve Coon ag4.,y.ad au xMF 4tdba
impacts of groundwater pumpW for quarry use.were includine in the ERs for the
-fir njte, onct[uctian oua and the RMC Pacific u In articnl t, a RMC, Pacific
t oao ' a1LCe1Or
rrY q vTY- P .:,.. _' rptA wil[hdve lqu 4m aei,iwl' .
EIR notes that pumping rates of up to 1,000yni will result in wafer level chanties that
k66;p!oeunywcwmwamee :;y;i',
arby wells,
basoduoc s a over the l data that
have
dv been recorded b the
CalifornialDepartment of Water
Gates will only be a roxtmatel 200 to 400 imm, substantially less than the
aro ess than normal seasonal Fluctuations of the groundwater
ter
or the
G _ arry Y PP wa7ueaeam wWtcrost5qt .'
pwnpinLratoS evaluated in the RMC Pacific EIR Hydrographs of wells in the area 'AYdiv6Wd utv.ai'•✓a,y....'t.eirb•
indicate that, while water levels have Fluctuated somewhat over the last 45 Years.there "' 0""ak'°
olmwait,ewr W',sS ypR"A'IRi'I:
has not been a substantial declining trend or cumulative impact on groundwater levels in ti,,,,,,,t,,,♦;'a,'p„aa,
the vicmt of them wed r ' t, W Jil"
`
ty iZ.R ,Rt] _
1wela° sleWg'o[.itl.,gogardi;
Chapter 3.H,"Groundwater and Groundwater Quality,"beginning on page 3.H-7 of the
Draft Elk includes mitigation measures that address Dtential impacts towater levels that v O!°'d:
+, a
fi'0;r-:
.....
may tear m argundwater n npirB. The plan must be approved by
San Joaquin County prior to Project implementation, which would ensure consistency
with the San Joaquin County General Plan. Monitoring may include weekly monitoring
of groundwater temperatures,pH,and dissolved oxygen and quarterly monitoring of
