<br /> The contract between the Koster family and the Applicant was not reviewed in
<br /> preparation of the Draft EIR. The project was independently reviewed based on
<br /> information on the mining and operation plan and reclamation provided by the Applicant
<br /> in their application for a quarry permit. Impacts were evaluated based on the County's
<br /> CEQA thresholds of significance,and mitigation was recommended where feasible to
<br /> reduce impacts to less than significant.

<br /> The County understands that the applicant has sought to obtain surface water from the
<br /> Delta Mendota Canal(DMC). Using imported surface water for reclamation would be
<br /> beneficial to the groundwater levels in the area.However,appropriation of any DMC
<br /> water is not possible for this project due to the current water rights situation of die DMC.
