In any case,as a performance standard, these measures would bring groundwater
levels back into the range of historical fluctuations,or functionally replace any wells the
capacity of which had been impaired by the mining Project. If the adopted mitigation
were shown to be ineffective in reducing impacts to a less-than-significant level,San
Joaquin County would retain authority to require supplemental or additional mitigation
measures to mitigate the impact.
Response to Comment 4
(ltaI I`111-1 t,gluip:'Hsu` aP j+e' pr 5siakis^9n't600a
cobklh;'o89 i !,
Response to Comment 5
As disclosed in Chapter 2,"Project Description,"on page 2-5 of the Draft EIR,the
project applicant proposes to either dry mine the site(referred to as Dry Pit Operations)
and dewater the pit or may elect to wet mine the site(referred to as Wet Pit Operations),
based on the actual amount of groundwater encountered. Both types of mining
operations are expected to encounter groundwater at depths of approximately 75 feet
AMSL. As described in the quarry excavation application(Appendix C to the Draft
EIR),wet pit operations may be carried out in addition or in place of dry pit operations at
the discretion of the Applicant, and for this reason, this EIR assessed the impacts of both
mining methods.
For the discussion in the Draft EIR of the following impacts related to surface hydrology,
stormwater, and water quality from both dry and wet pit mining,,please refer to Chapter
30,"Surface Hydrology,Stormwater,and Water Quality,"on pages 3G-8 through 3G-12
of the Draft EIR.The following impacts are disclosed:
• Impact WQ-L• Construction-Related Water Quality Degradation(Less than
Significant)
• Impact WQ-2: Drainage and Surface Water Quality Impacts during Operation
and Reclamation(Less than Significant),
• Impact WQ-3: Surface Water Quality Degradation from Dewatering(No Impact)
• Impact WQ-4: Flooding Hazards(Less than Significant)
• Impact WQ-5: Effects of Tsunami or Mudflow(Less than Significant)
• Impact WQ-6: Effects of Seiche(Less than Significant with Mitigation)
• Impact WQ-7: Surface Water Supply Impacts during Operation and Reclamation
(No Impact)
For the discussion in the Draft EIA of the following impacts related to groundwater
and groundwater quality from both dry and wet pit mining, please refer to Chapter
