Chapter 3 <br /> Environmental Setting, Impacts, and <br /> Mitigation Measures <br /> As described in Chapter 1,"Introduction,"the purpose of an EIR as defined by <br /> CEQA,is to identify the significant effects of a project and to indicate the <br /> manner in which those significant effects can be mitigated or avoided. This <br /> °i chapter describes the environmental setting,identifies impacts, and presents <br /> mitigation measures for the proposed project by resource topic, as follows: <br /> ■ 3.A—Aesthetics <br /> ■ 3.13—Agricultural Resources,Land Use, and Planning <br /> L ■ 3.0—Air Quality <br /> ■ 3.13—Biological Resources <br /> f. ■ 3.E--Cultural Resources <br /> ■ 3.F—Geology and Soils <br /> L ■ 3.G—Surface Water, Stormwater, and Water Quality <br /> ■ 3.H—Groundwater and Groundwater Quality <br /> r <br /> ■ 3.I—Hazards and Hazardous Materials <br /> ■ 3.J—Noise <br /> ■ 3.K—Public Services and Utilities <br /> r <br /> ■ 3.L—Traffic <br /> ` The environmental setting for a given resource area represents the physical <br /> environment of the project site and in the surrounding area. The resource <br /> sections in this chapter describe the environmental and regulatory settings for <br /> each resource area for the Project at the time of preparation of this draft EIR. <br /> Within each resource section,the methods and assumptions made for the impact <br /> analyses,as well as the criteria used to determine the significance of impacts, are <br /> identified. <br /> The environmental impacts of the Project,described in the"Impacts and <br /> Mitigation Measures"subsection of each resource section, are determined on the <br /> basis of the changes to the environmental setting that would occur if the Project <br /> were built.
