Chapter 3
Environmental Setting, Impacts, and
Mitigation Measures
As described in Chapter 1,"Introduction,"the purpose of an EIR as defined by
CEQA,is to identify the significant effects of a project and to indicate the
manner in which those significant effects can be mitigated or avoided. This
°i chapter describes the environmental setting, identifies impacts, and presents
mitigation measures for the proposed project by resource topic, as follows:
■ 3.A—Aesthetics
■ 3.13—Agricultural Resources,Land Use, and Planning
L ■ 3.0—Air Quality
■ 3.13—Biological Resources
f. ■ 3.E--Cultural Resources
■ 3.F—Geology and Soils
L ■ 3.G—Surface Water, Stormwater, and Water Quality
■ 3.H—Groundwater and Groundwater Quality
r
■ 3.I—Hazards and Hazardous Materials
■ 3.J—Noise
■ 3.K—Public Services and Utilities
r
■ 3.L—Traffic
` The environmental setting for a given resource area represents the physical
environment of the project site and in the surrounding area. The resource
sections in this chapter describe the environmental and regulatory settings for
each resource area for the Project at the time of preparation of this draft EIR.
Within each resource section, the methods and assumptions made for the impact
analyses,as well as the criteria used to determine the significance of impacts, are
identified.
The environmental impacts of the Project, described in the"Impacts and
Mitigation Measures"subsection of each resource section, are determined on the
basis of the changes to the environmental setting that would occur if the Project
were built. Terms used in this EIR to define the level of significance(i.e.,
DeSilva Gates Quarry Project
Draft Environmental Impact Report g_t
J8505105.05
